With the participation of community leaders, national and municipal authorities from Bogotá and Funza, as well as residents from the Bogotá localities of Engativá and Fontibón, the National Infrastructure Agency (ANI, for the Spanish original) will hold a Public Hearing on Tuesday, April 1, 2025, to present the Private Initiative Public-Private Partnership (PPP) project known as El Dorado Maximum Development – EDMAX.
The EDMAX PPP aims to expand the airport infrastructure of El Dorado International Airport within its existing perimeter, increasing the airport’s capacity to accommodate up to 73 million passengers annually upon the completion of all planned interventions.
To achieve this, the project envisions a 118% increase in capacity, expanding the terminal area to 489,320 m². This includes a 29,530 m² expansion of the domestic concourse, a 121,710 m² expansion of the international concourse, the creation of a new Intermodal Airport Transfer Center (CIMA) covering 114,080 m², and the reconfiguration of 45,445 m² of existing terminal space.
Additional planned upgrades include:
- Increasing aircraft parking positions by 30, for a total of 129.
- Doubling the number of boarding bridges from 39 to 75 (a 92% increase).
- Building a new 21,080 m² Belly Cargo terminal.
- Constructing seven new rapid-exit taxiways.
- Extending the north runway by 800 meters.
- Extending Bogotá’s TransMilenio mass transit system directly to the terminal.
“According to the information provided by the Originator, the El Dorado EDMAX project will not only bring about social and environmental transformation in the western part of Bogotá—through the construction of LEED-certified buildings, use of renewable energy, water efficiency, and a firm commitment to reducing carbon emissions—but also generate over 7,300 jobs, creating opportunities for local communities and promoting economic growth,” stated Óscar Torres Yarzagaray, President of ANI.
The Public Hearing will take place on Tuesday, April 1, 2025, at 9:00 a.m. at the Virgilio Barco Public Library. Participation is open to individuals who registered in advance through the designated ANI points with the Originator, as well as any interested members of the public wishing to learn more about the project.



About the EDMAX Private Initiative
The project has been structured as a Private Initiative under the Public-Private Partnership (PPP) model—a mechanism that enables the development of strategic infrastructure through collaboration between the public and private sectors.
The Private PPP Initiative stems from a proposal submitted by a private investor—Odinsa Aeropuertos S.A.S.—which is responsible for structuring, financing, and developing the project. Under this model, the concessionaire is in charge of the design, construction, operation, and maintenance of the infrastructure, while the public entity ensures compliance with quality, efficiency, and sustainability standards.
