Pacífico 2 is the first 4G concession in Colombia to receive this certification, which recognizes its performance in measuring, reducing, and offsetting greenhouse gas (GHG) emissions and its climate change mitigation and adaptation strategy.

Medellín, March 3, 2025. Odinsa, the Grupo Argos concessions company, continues advancing in the achievement of its science-based targets for climate change mitigation, offsetting, and adaptation, as part of its sustainability strategy: Nuestro Viaje Común (Our Common Journey). The fourth-generation (4G) project Pacífico 2—where Odinsa holds a majority stake through its platform Odinsa Vías—has been certified as Carbon Neutral by ICONTEC. This recognition highlights the concession’s defined strategy and programs to reach carbon neutrality and manage GHG emissions, certifying the effective offsetting of its emissions.






The certification process involved offsetting 1,003 tons of CO₂ emitted during the baseline year through the purchase of carbon credits, as well as the implementation of an emissions mitigation management plan.
From the outset, Pacífico 2 prioritized addressing climate change and sustainability challenges in its project plan. Its focus has been on identifying, measuring, reducing, and offsetting its carbon footprint. The management plan is based on two key strategies: efficient operations and renewable energy use, which include the following concrete actions:
- Acquisition of carbon credits through reforestation and ecosystem restoration projects in Colombia, such as Sembrando Futuro 2.0, a program led by Odinsa, Concesión La Pintada, and Fundación Grupo Argos in the Southwest of Antioquia, aiming to reforest over 1,200 hectares to generate carbon credits.
- Self-generation of renewable energy through the installation of solar panels. The concession currently operates over 300 solar panels across toll stations, weighing stations, and the operations control center.
- Procurement of renewable electricity via the purchase and redemption of green energy certificates from solar, wind, hydroelectric, or biomass energy sources.
- Transitioning the concession’s vehicle fleet to hybrid and electric models, with the goal of renewing 40% of its fleet.
- Replacement of 90% of conventional lighting with LED technology across the entire infrastructure.
- Efficient operation of machinery, vehicles, and equipment through training and monitoring of employee driving habits to reduce fuel consumption and pollutant emissions.
- Improved handling and proper disposal of refrigerant gases and fire extinguishers in line with local environmental regulations, prioritizing reuse, recycling, and safe treatment to minimize environmental impact.

This key infrastructure project, which enhances connectivity in Colombia and the Southwest of Antioquia, becomes the first 4G road in the country and the third Odinsa project—following the Aburrá Oriente Tunnel in Antioquia and Mariscal Sucre Airport in Ecuador—to achieve carbon neutrality. It reaffirms the company’s commitment to leading the sector’s transition to low-carbon, climate-resilient infrastructure that promotes sustainable mobility.
“With this new certification, we move forward in our Sustainability Strategy; toward our goal of reaching carbon neutrality across Odinsa and all its concessions by 2025; and in meeting our science-based targets of reducing Scope 1 and 2 emissions by 68% and Scope 3 emissions by 15% by 2030,” said Mauricio Ossa, CEO of Odinsa.

The path to certification involved audits and verifications conducted by ICONTEC to ensure the transparency and reliability of the emissions inventory and climate management plan. The main steps included:
- Calculating the greenhouse gas (GHG) emissions inventory following the GHG Protocol methodology.
- Pre-verification of the GHG inventory.
- Verification of the inventory by ICONTEC.
- Offsetting the audited inventory with carbon credits.
- Completion of the ICONTEC audit, which evaluated the company’s commitment and emissions reduction roadmap, primarily covering Scope 1 and 2 emissions (operation and maintenance).
